Ministry of Transport Requirements

What you need to start

Mariner certification form

Obtain a mariner certification application form — free of charge — at authorized photo stations across the country.

ID + photo

Come in person to be photographed with an ID (ID card / passport / driver's license). The photo is stored in the Ministry's mariner database.

Medical examination

Undergo a medical examination to confirm there's no medical reason preventing you from operating a vessel.

What You Learn in the Skipper Course

Seamanship & Rules of the Road at Sea

Knowing the yacht, ropes and knots, traffic rules at sea, right of way, lights and markings — every skipper's foundation.

Coastal Navigation & Passage Planning

Reading nautical charts, fixing position and course, and planning a safe passage along the coast up to 12 nautical miles out.

Instruments: VHF, GPS & Radar

Operating the yacht's instruments — VHF radio, GPS navigation, radar, depth sounder and wind instruments — and using them correctly at sea.

Weather & Emergencies

Reading marine forecasts, handling rough seas, safety procedures, man overboard and distress situations — so you always come home safe.

Engine & Sail Handling

Operating the yacht's systems, motoring and sailing, marina manoeuvres, anchoring and mooring — hands on the helm from lesson one.

Personal Training at Sea

Practical hours aboard at the Blue Marina Ashdod, in small groups — until you handle the yacht with full confidence.

What does the international license allow?+
The international license lets you sail in various countries worldwide, on any yacht up to 24 m.
What is "seaworthiness" and how often is it renewed?+
Seaworthiness is the vessel's test. The expiry date is on the license — a private vessel renews every two years, a commercial one every year.
How do I renew a mariner license?+
Renewal is done via the Shipping Authority website, including paying a fee and receiving an immediate digital license, followed by a physical one by mail. The license is valid for 5 years — renew before it expires.
I already have an international license — do I start from scratch?+
No. After an international license the Israeli process is shortened to just 2 theory exams and a practical test.
How long does the skipper course take?+
Between 4 and 8 weeks, depending on your schedule. The course includes ~30 hours of theory and 15–20 practical hours at sea.
Do I need prior experience to start the skipper course?+
No prior experience needed — the course is built from the ground up. You start with ropes and knots and finish as a certified captain.
