ISSA, SLC or PCOC? The Complete International Licence Guide

Three international boating certificates, three different uses: a practical comparison of ISSA, SLC and PCOC — what's recognised where, and which fits whom.

"I want to charter a yacht abroad — which international licence do I need?" We hear it weekly. Our three main international tracks are ISSA, SLC and PCOC — each built for a different purpose:

ISSA — most skippers' choice

The ISSA International Skipper licence (Inshore) is the most recognised: yachts up to 24 m, coastal sailing, accepted in 100+ countries and by most charter companies — Greece, Croatia, Italy and more. The certificate never expires and aligns with the ICC standard. Want the Israeli licence too? A shortened conversion follows.

SLC — the private skipper's certificate

SLC — Skipper License Certificate is an international certificate for private skippers, allowing independent chartering, recognised by charter companies worldwide. A focused track for leisure sailing abroad.

PCOC — the Canadian licence

PCOC is Canada's mandatory licence for recreational motorised vessels, recognised in many places worldwide.

How to choose?

  • Dreaming of a Greek/Croatian charter? ISSA — the sought-after standard.
  • A leisure-focused international certificate? SLC.
  • Motorised coverage in North America and beyond? PCOC.
  • Sailing in Israel too? Combine with the Israeli licence on the combined track — the best value.
